Carnival Cruise Line has announced that their Vista and Breeze will be docking at the port of Galveston, Texas, beginning in November. The Oasis-class ship, Allure of the Seas, is expected to dock in Galveston in November 2022.

The cessation of cruises from Galveston represented a major loss to the Texas economy and the families who depend on the industry, Reece said. Based on annual economic impact statistics, losses are estimated at $1.2 billion in direct costs, 23,000 jobs and $1.6 billion in wages statewide, Reece said.
Galveston Port officials are preparing for a gradual resumption of cruises beginning in July, but according to the recently proposed budget, ships will likely not be launched until August.
Our staff has begun planning for a staggered resumption of cruises in July to be ready, Reece said. At this point, it remains to be seen what we can expect from the Centers for Disease Control and Prevention in the future.
The CDC released a framework for conditional sailing orders in October 2020, but cruise lines and ports say the plan remains unclear on how and when sailing can actually begin. Meanwhile, cruises have already resumed in some countries and the UK may join them in May.
Things have changed since last October. Vaccination efforts in the United States are considered highly successful: Almost a quarter of adults have been fully vaccinated and 40% have received the first dose of the vaccine. Ten million people who contracted COVID-19 are also expected to be immune to the disease.
This is just one of the reasons why the cruise industry is pushing for a clear indication of when they can go back to sea. The daily number of cases is also down, and while this has happened before and been followed by spikes, this time is different, according to former Food and Drug Administration Commissioner Dr. Scott Gottlieb.
Mr. Gottlieb helped the industry develop safety protocols as part of the Healthy Sail Group, formed by the Royal Caribbean Group and Norwegian Cruise Line. In a recent interview with CBS Face The Nation, he explained why now is a good time to plan a phased recovery.
In the past, when we saw a drop in the number of cases, we were a little skeptical because we knew that many of these drops were the result of a change in behavior, people became more outgoing, took more precautions, and then as soon as we let our guard down, we saw another increase in cases, Gottlieb explained.
Currently we are seeing a decline which can be attributed to the bank, he added. I think we can have more confidence in them, because they are the result of vaccination and greater immunity of the population – not only through vaccination, but also through previous infection.
